New Service Customers Requiring a Backflow Prevention Device:
The customer is responsible for hiring a Certified Backflow Prevention Technician to install the backflow prevention assembly device. Huntsville Utility District will perform the Initial Backflow Prevention Certification at the time the water service is activated. Service may not be activated until the device passes this Initial Backflow Test and Certification. If the assembly does not pass this certification, the customer must contact a Certified Backflow Prevention Technician to have the problem corrected. Once the device has passed inspection, water service can be activated. After initial certification by the Utility, all subsequent certifications must be performed by the customer's Certified Backflow Prevention Technician and a Backflow Test Report must be sent to the Utility annually.
New Customers with Existing Services that have a Backflow Prevention Device Already Installed:
The customer is responsible for ensuring that a Certified Backflow Prevention Technician tests and certifies the backflow prevention assembly device annually. The Huntsville Utility District office will send, by courtesy, a notification letter or make a phone call to each customer advising when the annual test is due. The customer must contact a recognized Certified Backflow Prevention Technician to perform the test and ensure that a Test and Maintenance Report is received by Huntsville Utility District. The customer is responsible for having all repair and maintenance performed on the backflow prevention device by a Certified Backflow Prevention Technician. After any repair or maintenance, the assembly must be re-tested and pass inspection immediately and the test results are required to be submitted to the office of Huntsville Utility District.
Existing Customers with Backflow Prevention Device:
The customer is responsible for ensuring that a Certified Backflow Prevention Technician tests and maintains the backflow prevention assembly device. Huntsville Utility District will send, by courtesy, a notification letter or phone call to the customer advising when the annual test is due. However, if the customer is not notified, it is the customer's responsiblity to have the device tested annually and the test results are required to be submitted to the office of Huntsville Utility District.

Permits
The customer is responsible for making sure that the Certified Backflow Prevention Technician obtains all required permits from the plumbing code officials responsible for the location. Once the test is completed, the customer is responsible to provide Huntsville Utility District with the following: (a) copy of the test and maintenance report from the certified tester, (b) copy of the tester's current certification, and (c) copy of the annual test kit calibration.
